Capital Metro Light Rail


Project Overview

The ACT government called tenders for this project in order to boost the ACT’s sustainable growth by improving the public transport system. The main objectives of this project were designed to reduce carbon and other emissions through increased public transport which will in turn reduce use of private vehicles, and to build a light rail that will optimise frequency and service reliability of current public transport. This consisted of two components:

  • The design, construction, operation, maintenance and financing of a 12km light rail route from Canberra’s CBD (Civic) to the north, which would run along the median strip of Northbourne Avenue, then along Flemington Road to Gungahlin town centre.
  • Option for extension of the alignment by approximately 3km from Civic along Constitution Avenue to Russell.


TBH’s Role

TBH was engaged by Capital Metro Agency (CMA) to develop and maintain the master programme for the pre-construction phase up to the point of award of the PPP contract.

This involved:

  • Conducting regular interviews with members of the CMA Team to determine whether the tasks of the programme are running on schedule
  • Updating the master program to clarify and reflect the status of the project
  • Producing regular reports including achievements, issues, risks and mitigations
  • Assisting the project team in planning and organising for the successful completion of activities by monitoring deadlines and informing of any slippage
  • Suggesting and applying mitigation methods for any slippage within the programme

TBH has also developed time chainage diagrams for the construction phase of the project in consultation with CMA team taking into account project constraints. Key stakeholders of the project also include the Federal National Capital Authority.
