Project Overview

APAM is expanding the International Terminal (T2) at the Tullamarine Airport. This project will deliver additional retail, passenger facilities, airline lounges and baggage handling facilities.

 

TBH’s Role

TBH were engaged to provide an independent review of the master program and further develop the detail in the program to be suitable for the business case. As part of this review TBH performed a constructability and productivity rate review to determine a realistic timeframe to deliver the project. As part of the constructability review TBH assessed a number of different staging options and recommended a revised staging to allow earlier completion of the project.

TBH performed a schedule risk analysis to determine an appropriate contingency allowance for both the contractors and client. TBH facilitated risk identification and assessment workshops, developed a risk model and performed a simulation to determine the range of likely dates for key milestones. In addition, TBH also provided insights into the most influential risk drivers and quantified the potential time savings if these items could be mitigated. A number of these items were pursued by APAM and the resulting tender programs were challenged to take advantage of these opportunities to provide an earlier completion date than in the business case.

It was through TBH’s insights from undertaking a schedule risk analysis that focus could be given to mitigating those items that had a significant time saving to the program and was realised in the tender submissions received.
