The Dubai Metro Blue Line project is extending over 30 kilometres with 14 new stations, nine underground and five elevated. The project will connect key areas including Mirdif, Al Warqa, International City 1 & 2, Dubai Silicon Oasis, Ras Al Khor, and Dubai Creek Harbour. The line will form a direct link between the existing Red and Green Lines, with a key interchange at International City and an iconic station at Dubai Creek Harbour featuring a distinctive architectural design. A remarkable highlight of the route is a 1.3-kilometre bridge crossing over Dubai Creek, ensuring seamless mobility across the waterway.<\/p>\n
TBH was engaged by the MAPA\u2013LIMAK\u2013CRRC Consortium (MLCC) during the tendering stage of the Dubai Metro Blue Line project to develop a fully resource-loaded tender programme for one of Dubai\u2019s most ambitious infrastructure initiatives. Acting as the consortium\u2019s planning lead, TBH coordinated closely with MLCC\u2019s specialist stakeholders to integrate their technical inputs, construction methodologies, and sequencing strategies into a cohesive and robust programme submission. The team also assisted the consortium in preparing key project management plans and led the planning and programme-related discussions throughout the post-tender clarifications, contributing to the successful award of the project.<\/p>\n
Following the contract award, MLCC extended TBH\u2019s engagement to develop a fully detailed, resource-loaded baseline programme that would serve as the cornerstone for project execution and progress control. This programme incorporated every major stage of delivery, from geotechnical investigations and design development to temporary traffic management, enabling works, station and depot construction, viaduct and tunnel execution, and system-wide installation, testing, and commissioning. To further enhance project visibility and communication, TBH developed an integrated Time\u2013Chainage Diagram, visually mapping out construction progress and critical interfaces along the entire alignment.<\/p>\n
Beyond programme development, TBH was also entrusted with establishing and leading the Project Controls, Planning, and Reporting Department within the consortium\u2019s organisation. This dedicated TBH-led team was responsible for overseeing planning and reporting deliverables, coordinating across disciplines, managing interfaces with the Engineer and stakeholders, and supporting risk and subcontractor management. TBH also played a key advisory role in ensuring that the consortium remains fully informed and strategically positioned to manage potential time-related risks throughout project delivery.<\/p>\n
