{"id":1374,"date":"2019-08-05T18:41:11","date_gmt":"2019-08-05T08:41:11","guid":{"rendered":"https:\/\/tbhconsultancy.com\/sg\/experience\/ciog-mpi-program-2\/"},"modified":"2023-06-21T22:56:00","modified_gmt":"2023-06-21T12:56:00","slug":"ciog-mpi-program","status":"publish","type":"cpt-project","link":"https:\/\/tbhconsultancy.com\/sg\/experience\/ciog-mpi-program\/","title":{"rendered":"CIOG MPI Program"},"content":{"rendered":"<p><span data-ccp-props=\"{}\">\u00a0<\/span><strong>Project Overview\u00a0<\/strong><\/p>\n<p><span data-contrast=\"none\">As part of the Defence Strategic Reform Agenda, the Chief Information Officer\u2019s Group (CIOG) initiated an ICT transformation program at the end of 2013. This transformation will see \u201ca series of changes to better align CIOG to the Plan, Build, Run Operating Model\u2026\u201d that \u201c\u2026will involve the realignment of some branches and directorates.\u201d DCP Delivery Branch (LCDPDB) and the Military Platform Integration (MPI) Program were formed.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Through the transformation of CIOG\u2019s ICT-delivery division, MPI\u2019s program manager experienced project initiation, engagement and implementation issues and highlighted that there was a lack of standardisation and methodology across the program of work.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><strong>TBH\u2019s Role\u00a0<\/strong><\/p>\n<p><span data-contrast=\"none\">TBH was engaged under Fujitsu\u2019s master services agreement to review the Work Take-On (WTO) process for DCP Projects in MPI and the Project Implementation and Engagement Model for LCDPDB.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Using the evaluation and review findings, TBH was engaged to design and establish program management in MPI to execute models. The current operation state of MPI was evaluated, through a review of organisation documentation and series of interview with MPI program and project staff. Through business gap analysis and comparison to MSP and PRINCE2 best practises, TBH produced an MPI evaluation package that included:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<ul>\n<li><span data-contrast=\"none\"> Evaluation of Project Implementation and Engagement Model Report<\/span><\/li>\n<li><span data-contrast=\"none\"> Program Improvement and Stakeholder Communication Plan<\/span><\/li>\n<li><span data-contrast=\"none\"> Business Process Model Improvements Plan<\/span><\/li>\n<\/ul>\n<p><span data-contrast=\"none\">The package summarised the current state of MPI\u2019s operation and provided recommendations for future improvement that would better align to the Plan, Build, Run Model and help clarify responsibilities and simplify operations. Based on the evaluation, TBH was engaged to implement the recommended improvements through designing and establishing program management for the MPI Program.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"none\">TBH delivered the following:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Deliverables<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<ul>\n<li><span data-contrast=\"none\"> Project Management Plan \u2013describes how the MPI Program Establishment Project was to be delivered and the supporting delivery artefacts<\/span><\/li>\n<li><span data-contrast=\"none\"> P3O Framework \u2013outlines the program management lifecycle, project lifecycle, P3O services supplied by MPI\u2019s Program Management Office (PMO) and PMO staff roles and responsibilities<\/span><\/li>\n<li><span data-contrast=\"none\"> Program Management Methodology \u2013defines the MPI program structure, how it will be managed and the roles and responsibilities of MPI program management staff<\/span><\/li>\n<\/ul>\n<p><span data-contrast=\"none\">Outcome<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<ul>\n<li><span data-contrast=\"none\"> The MPI Program now has as sound program structure and framework that can easily interface with CIOG\u2019s portfolio requirements and align with broader defence organisation reforms.<\/span><\/li>\n<\/ul>\n<p><span data-ccp-props=\"{}\"> To find out more about TBH\u2019s P3M experience, please visit the <a href=\"https:\/\/tbhconsultancy.com\/services\/p3m\/\">P3M<\/a> page.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0Project Overview\u00a0 As part of the Defence Strategic Reform Agenda, the Chief Information Officer\u2019s Group (CIOG) initiated an ICT transformation program at the end of 2013.
