Project Overview

The Quattro Del Mar (QDM) development is an iconic mixed-use waterfront project situated on Hayat Island in Ras Al Khaimah, United Arab Emirates. Commissioned by RAK Properties, the project features four premium residential towers connected by elevated link bridges and anchored on a shared podium structure accommodating retail outlet, parking facilities, and landscaped recreational zones. The development also includes luxury waterfront townhouses, a marina promenade, and a range of high-end amenities that complement its prime coastal location.

TBH’s Role

Given the project’s multi-tower configuration, interconnected link bridges, and extensive coordination requirements across structural, architectural, façade, and MEP disciplines together with its high-end finishes and podium works, maintaining robust project controls, planning discipline, and commercial management is critical to ensure alignment with contractual obligations, technical interfaces, and overall delivery milestones.

Since 2025, TBH has been engaged by the main contractor, FujSeng Construction LLC, to provide specialist Planning, Commercial, and Claims Management services. Through a structured approach to programme governance, cost control, and claims substantiation, TBH continues to assist FujSeng in delivering the project efficiently and transparently reinforcing the contractor’s position on one of Ras Al Khaimah’s most iconic mixed-use developments.

Recognising the complexity of the project and the need for specialised expertise, FujSeng engaged TBH to provide support in the following key areas:

Planning & Programme Management

  • Preparation, review, and maintenance of the Baseline Programme, Revised Programmes, and Monthly Progress Updates in alignment with contractual requirements and Engineer expectations.
  • Continuous management of programme logic, sequencing, and critical path activities to reflect site realities and optimize work sequencing across structural, façade, MEP, and fit-out trades.
  • Development and monitoring of look-ahead schedules, progress recovery plans, and mitigation strategies to maintain project momentum and recover slippage.
  • Administration of time–cost integration, resource histograms, S-curves, and earned value analysis for accurate reporting and performance tracking.
  • Coordination between engineering, procurement, and construction teams to ensure alignment between design deliverables and on-site progress.
  • Direct liaison with the Engineer for all programme submissions, delay notifications, and time-impact assessments (TIAs).
  • Implementation of a programme control dashboard and progress tracking system for weekly management reporting.

Commercial Management and Cost Control

  • Administration and control of the project’s commercial reporting framework, ensuring all cost and valuation data align with progress and scope delivery.
  • Preparation and submission of variation claims, valuation records, and change assessments, supported by robust documentation and quantification.
  • Coordination of monthly payment applications, cash-flow forecasts, and cost-loading structures to maintain financial visibility and predictability.
  • Oversight of procurement sequencing, subcontractor administration, and scope coordination to prevent commercial overlap and ensure contractual clarity.
  • Continuous commercial risk evaluation and mitigation through structured reporting and proactive issue resolution.
  • Implementation of cost-to-complete monitoring tools and progress valuation trackers to support FujSeng’s financial decision-making.
  • Ensuring alignment between contract administration, cost records, and schedule data for transparent and defensible reporting to both management and the Engineer.

Claims & Contract Management Consultancy

  • Preparation, management, and submission of EOT and prolongation cost claims, fully substantiated with analytical delay assessments and cost evidence.
  • Development of detailed cause-and-effect narratives, critical path analyses, and delay impact studies to support FujSeng’s entitlement.
  • Administration of the claims register, ensuring all events are recorded, tracked, and communicated within the contractual timeframes.
  • Drafting and reviewing formal correspondences, notices, and Engineer responses in accordance with the procedures set out in the contract.
  • Preparation of disruption and productivity loss analyses arising from late IFC drawings, rework, and interface constraints.
  • Representing FujSeng during Engineer evaluations, commercial negotiations, and potential dispute resolution processes, ensuring procedural compliance and strategic consistency.
  • Establishing document control and evidence-tracking systems to support audit-ready claim substantiation and contractual transparency.
