Project Overview

In an ongoing role, TBH is supporting a Public Investment Fund (PIF) company in delivering a large, complex portfolio of works, with the initial phases contributing to The Kingdom of Saudi Arabia’s 2030 Vision. It represents one of the Kingdom’s most ambitious lifestyle and cultural developments — a bold reimagining of how people live, connect, and experience leisure. Surrounded by striking natural landscapes, it blends adventure, arts, sport, and entertainment with vibrant community spaces, setting a new benchmark for quality of life and positioning the country as a global leader in next-generation destinations.

 

TBH’s Scope and Role​

TBH’s expertise in large-scale, complex projects is being deployed through the delivery of Strategic Advisory Services, Project Controls Services, an Integrated Master Schedule (IMS), Implementation Modelling, and Risk Analysis.
TBH was appointed to establish a whole of development lifecycle IMS, which involved information collation, stakeholder engagement, gaining an overarching understanding of the client (developer) organisation, and understanding the scope, interfaces, and current portfolio status. TBH prepared an initial IMS and established an initial phased opening plan for the client through development of an Implementation Plan.

Understanding complex scope and interfaces is central to TBH’s value-add on large-scale development portfolios. Considerations for this portfolio included:

  • Establishment of governance frameworks and development stage gates.
  • Phasing and opening scenario analysis.
  • Interdependencies between asset typologies, i.e., required number of hospitality keys, retail GFA, public realm, etc. to support the opening of an asset.
  • Infrastructure demands and timing of supply at regional, portfolio, and project level.

 

Value Created​

  • Integrated Master Schedule (IMS) provided senior management with a single source of truth which could be used to test options, optimise, and prioritise effort, and identify, quantify, and mitigate risk while maximising opportunities and ultimately providing confidence in decision making.
  • Implementation Modelling & Reporting provided senior management with actionable development intelligence from scenario analysis through initiation phases and then key progress data against Board of Directors (BOD) commitments throughout the portfolio lifecycle. Metrics included:
    • GFA
    • Hospitality Keys
    • Residential Units
    • Cash Flow
    • Manpower
  • Schedule Risk Analysis provided senior management with confidence around the range of possible outcomes, on an asset-by-asset basis, relative to the organizational, portfolio, and project risks and potential mitigation measures.
