Project Overview

This Hydroelectric Power Plant was conceived with the key objective of harnessing the hydropower potential of the Asahan River in North Sumatra, Indonesia. The project is located in the river’s upper reaches, just below an existing hydropower plant. It involved the construction of an intake structure on the Asahan River, headrace channel and conduit, pressured headrace tunnel, and underground generation facilities including waterway tunnels and powerhouse cavern with associated hydraulic, electrical, and mechanical equipment. A government
agency engaged our client as the supervising engineering consultant for the project, with major elements of construction divided into five (5) distinct contract packages.

 

TBH’s Role

TBH was engaged by our client in early 2021 to establish a bespoke Risk Management Framework (RMF) for the project, and to undertake Quantitative Cost and Schedule Risk Analyses (QCSRA). At that time, the project had already encountered delays prior to 2020 and further delays on account of Covid-19 thereafter. The RMF was developed to support ongoing efforts to manage project risk. The OCSRA identified key project risks, the probable time required to reach project completion, and the associated cost to complete the works.

Based on the OCSRA carried out by TBH, project stakeholders were empowered with an understanding of the key project risks that were likely to control the project timeframe and budget. Leveraging this knowledge, monitoring and control efforts could be focused on those project activities deemed most vulnerable to the risks identified through TBH’s analyses. The bespoke RMF developed by TBH allowed our client and the government agency to adopt a structured and project-specific approach to risk management, ensuring risks were dealt with appropriately, effectively, and the Project was delivered close to TBH’s P80 prediction.
