Project Overview

The data centre in Singapore’s greenfield facility will be opened in two phases, located in Loyang, Singapore. The first stage of the project is expected to be ready by the middle of 2020 and will showcase deployment speed, scalability, reliability, and cost-efficiency in a sustainable digital ecosystem, with a capacity of 50MW. The Project involves the construction of 2 x 5 Storey Buildings (2 shells and a core), with Obayashi Singapore being awarded the role of the design and build Main Contractor.

 

TBH’s Role

TBH was initially engaged to provide Lenders’ Technical Advisory (LTA) services to the global data centre provider. During the time, the global data centre provider was liaising with potential lenders to provide debt for the delivery of the facility. As part of its role, TBH was briefed to identify any significant concerns following a review of the key project details, including:

• Site parameters and conditions
• Experience and capabilities of the key project participants
• Proposed project budget, including benchmarking
• Proposed construction programme
• Contract documentation

 

The TBH Difference

Following the completion of the LTA work above, TBH was subsequently engaged to act as the Independent Engineer to the financiers. It involved highlighting any risks, issues, and opportunities during the construction phase of the project and a review of key items such as changing site conditions and constraints, updated programmes, and cost forecasts.

TBH has a depth of experience in acting as the LTA and provides reports that are concise and easy to understand for readers from a non-technical background. In addition, TBH provided the global data centre provider with progressive feedback on key risks and issues, accompanied by recommendations to address them. This approach helped facilitate the efficient onboarding of debt providers, whilst also pragmatically supporting the firm’s successful delivery of the project.
