Project Overview
The Theodore Wind Farm is planned to be a 1.1 GW wind farm with over 170 wind turbines and a battery storage facility to be constructed at an expected cost of over $1Billion located 170 kilometers south of Rockhampton. Located about 22 kilometers east of Theodore and 50 kilometers south of Biloela, the project investigation area consists of 46,000 hectares.
TBH’s Role
TBH Strategic Advisory Services was engaged to advise RWE in the development of the Project Delivery Strategy. In the first phase, this included working closely with the RWE stakeholders to identify and subsequently shortlist and recommend a suitable Procurement and Delivery Model through application of Multi-Criteria analysis. The second phase involved developing the integrated Master Schedule and scenario modelling with various connection agreement dates.
The process followed by TBH included:
- Review of the delivery models (such as Wrapped EPC, Split EPC, Owner supplied turbines, Separate Engineering & Construction contracts) and procurement models (ECI, Multiple/Single ECIs, ECI then retender, Direct Contract) Market scan to identify commonly used and innovative procurement and delivery models for wind farm projects.
- Workshop with TBH Sector specialists to document the pros and cons, risks, and market preference for different models
- Discussions with RWE specialists to understand their priorities, strengths and experiences with delivery of the different models, and to develop the criteria and weighting to be applied through a Multi Criteria
- Analysis tool. The criteria included Timeline Risks, Cost Implications, Interface Risks, Market Preference /
- Appetite, Internal Resource Requirements, RWE Appetite / Experience
- Scoring and Sensitivity analysis of different combinations of delivery and procurement models through the MCA to shortlist and present the preferred option
- Integration of contractor schedule and alignment of interfaces into an Integrated Master Schedule
- Impact and what-if analysis due changing connection dates
