Project Overview

The West Gate Tunnel (WGT) Project will add four new lanes to the West Gate Freeway (WGF) between
the M80 Ring Road and Williamstown Road, a new 4km tunnel from the WGF to Maribyrnong River, and a bridge linking Port Melbourne, CityLink and Wurundjeri Way. This project will play a pivotal role in alleviating congestion across Melbourne by providing alternative passages into the Melbourne CBD.

 

TBH’s Role

TBH was engaged by the Independent Reviewer (IR) to act as the independent payment certifier to review
the progamme and Earned Value of monthly payment claims. TBH was required to review the main works programme consisting of seven sub-programmes in Primavera P6, which totalled more than 50,000 activities.
TBH reviewed the Contractor’s programme, costs and progress claims. This included monitoring slippages and delays on the critical path of the programme affecting key milestones. TBH undertook an earned value analysis on the Contractor’s progress which accurately monitored the Contractor’s overall onsite progress (i.e. not just critical path activities).

TBH also provided assessments and advice regarding the health of the project. This included detailed analysis of performance month by month and analysis of productivity, delay trends and the reporting of Schedule Performance Indices in order to inform the project parties of the potential risk of slippages or delays ahead of time, in order to investigate strategies to mitigate or minimise the risks.
TBH developed a streamlined reporting process, customised for the WGT Project, which delivered relevant information for the key stakeholders to make informed decisions.

 

The TBH Difference 

TBH monitored the Contractor’s overall onsite progress to provide the IR with as-bult records for the assessment of progress claim and analysis for future time related claims. During the course of the project, TBH informed the project parties of the potential risk of slippages or delays ahead of time, which enables the project parties to investigate strategies to mitigate or minimise the risks.
TBH delivered relevant information for key stakeholders to make informed decisions for the benefit of the project.
