Project Overview
The M80 freeway comprises the Western Ring Road and Metropolitan Ring Road, spanning 38km from the Princes Freeway in Laverton North to the Greensborough Highway in Greensborough. Over a seven to ten year period, VicRoads planned the upgrade of the M80 including the construction of extra lanes to ensure that there are at least three through lanes in both directions for the entire length. The works were planned to improve freight movement, ease congestion, reduce travel times and improve safety. The M80 upgrade was delivered through a number of contracts with different contract types, including an Alliance for the Tulla-Sydney contract.
TBH’s Role
TBH developed a programme management framework outlining the reporting structure for the life of the project. TBH also developed a master programme and overall project cost estimate which enabled control and reporting at multiple levels. This allowed VicRoads to make strategic decisions, manage its delivery strategy and identify time-based risks. TBH had a multi-faceted role including managing all programming for the project team (including the development of all tender programmes and tender assessments) and providing independent programme monitoring for all of its contracts. TBH was engaged as a planner working for Thiess in the Alliance for the Tulla‑Sydney contract.
TBH worked with VicRoads to introduce earned value management into its contracts and improve EOT/delay management processes.
TBH was also engaged to provide an independent cost estimate for the project. TBH undertook a review of the four options, confirmed quantities and applied rates to obtain final figures.
