Project Overview

The Phase 2 works of this global hyperscale data centre will be adjacent to the Phase 1 located in Loyang, Singapore. The second stage of the project is expected to be ready by mid-2023 and will showcase deployment speed, scalability, reliability, and cost efficiency in a sustainable digital ecosystem, with a capacity of 75.SMW.

Phase 2 involves construction of two six-storey buildings (two shells and a core) and data hall fit out works for two anchor tenants, with Obayashi Singapore being awarded the role of Main Contractor. In addition, as part of a long-term power strategy for Phase 1, our client is developing a 66kV substation to replace the 22kV feeders currently delivering power to the site.

 

TBH’s Role

TBH was engaged by our client to provide an opinion regarding the risks associated with Phase 2 on the Phase 1 development. TBH was briefed to identify any significant risks related to cost, time and constructability of Phase 2 development, following a review of the key project details, including but not limited to:

  • Project overview (Executive Summary)
  • Site parameters and conditions
  • Design criteria, 60% design schematics, and architectural layouts
  • Proposed project budget, including benchmarking
  • QS cost report
  • Proposed construction programme
  • Contract documentation
  • Risk registers and risk management plans
  • Authority permit tracker
  • OSE requisition and tracking schedule

Upon completing the document review, TBH provided comments and recommendations to improve the documentation provided. TBH then produced the letters to our client stating our opinion (Letter of Opinion) of the overall project with findings and possible mitigations regarding the risks identified.
