Project Overview

The HKG1 project involved the phased development of a new 19MW data centre within the existing eight-storey building in Tsing Yi, Hong Kong. The brownfield development presented complexity due to its location in a densely populated residential area and the heritage constraints of the site. It was also the client’s first project in the region. The Day 1 scope included the construction of core infrastructure and the delivery of 4.9MW of IT load across multiple data halls. Despite geo-political unrest in the region at the time, the project site was considered low risk and removed from areas of disruption. The development used a Guaranteed Maximum Price (GMP) delivery model and involved local and international contractors and equipment suppliers

 

TBH’s Role

• Conducted a full technical due diligence review covering cost, time, constructability, and commercial risks for the phased delivery of the HKG1 Phase 2 data centre.
• Assessed the contractual framework, including the GMP with the GC, lease arrangements, and milestone linked liquidated damages, confirming they aligned with market norms and supported delivery certainty.
• Reviewed the construction programme, benchmarking key durations and confirming the adequacy of contingency between contractor and tenant RFS dates.
• Evaluated proposed contractors, subcontractors, and suppliers of Owner Supplied Equipment (OSE), validating that all major vendors were credible and appropriate.
• Validated the capital budget, including benchmarking cost per MW and contingency levels, and provided recommendations to strengthen programme logic and subcontractor oversight.
