Winner: Infrastructure Partnerships Australia’s Infrastructure Project of the Year Award 2014.

Project Overview

Regional Rail Link (RRL) is a major new line running from West Werribee to Deer Park and along the existing rail corridor through suburbs including Sunshine and Footscray to Southern Cross Station. The project was designed to provide substantial increases in capacity and reliability for Geelong, Ballarat and Bendigo services, and enable extra

suburban services from Werribee, Sunbury and Craigieburn. The project scope included:

  • Up to 50km of new rail track allowing regional services to run directly into Melbourne and not be obstructed by the growing number of suburban services
  • Two new platforms at Southern Cross Station
  • Construction of a new rail bridge over the Maribyrnong River
  • New stations in Tarneit and Wyndham Vale
  • Major refurbishment of Sunshine, Footscray and West Footscray Stations
  • Removal of two-level crossings at Anderson Road, Sunshine
  • Construction of road and rail grade separations

The project won the Infrastructure Partnerships Australia’s Infrastructure Project of the Year Award 2014.

 

TBH’s Role

TBH was engaged by the Regional Rail Link Authority to provide project planning, and schedule risk analysis services which included:

  • Provision of strategic advice and schedule risk analysis for five major contracts
  • Developing suitable programmes for use in workshops and analysis capturing greenfield and brownfield occupation work
  • Developing an overall time-chainage diagram across all packages for alignment of interfaces, identification of risks and opportunities
  • Provision of advice with understanding of the driving tasks and risk influencing the outcome to senior managers
  • Provision of dates with appropriate contingency for completion of each major contract to be included in the tender documentation
  • Development of RRLA project controls framework and specifications for work package contracts
  • What-if analysis of various concept designs
  • Preparation of high-level programmes for procurement and construction
  • Preparation of indicative construction programmes
  • Tender submission evaluation and recommendations
  • Programme integration and inter-work package dependency management, including interface analysis and identification of delays affecting other work packages
  • On-site construction progress status and reporting
  • Producing monthly integrated summary programme
  • Key milestones monitoring and reporting for RRLA management and board TBH’s Role
