Project Overview

STT GDC is one of the fastest growing data centre providers, with over 140 facilities across Singapore, the UK, India, China, Thailand, South Korea, Indonesia, and Japan.

To date, the projects have been delivered as individual projects with limited standardisation in delivery across the portfolio. STT GDC has predominantly engaged an external Project Management Consultancy to manage the construction activity of its projects, there is an aspiration to mature its project and program management frameworks, processes, and standards based on international best practice.

In 2022, TBH was engaged by STT GDC to assess, develop, and implement a suitable integrated project controls framework and related templates and processes. The key focus areas for the engagement include governance, business systems, cost, schedule, and risk.

 

TBH’s Role

  • TBH was engaged by STT GDC to implement an integrated project controls process to ensure all projects across several regions in Asia are delivered consistently and efficiently. TBH’s scope including the following:
  • Perform a Project Controls Maturity Assessment to determine the current project controls function maturity level by reviewing various project artefacts and documentation, interviewing project key personnel, and carrying out detailed schedule health check review.
  • Propose a practical target and future state project controls maturity level considering STT GDC current maturity level and business needs.
  • Establish a centralised project controls function with project and program level governance, and support projects by refining the Project Delivery Lifecycle and relevant governance gates, providing project management templates, defining RACI matrix, and delivered training for the project team and Project Control Group.
  • Define the relevant best practice standards and expected key performance indicators to monitor and measure\ project performance.
