Project Overview

East Kowloon Cultural Centre (EKCC) was developed to serve as a hub for drama; Cantonese opera; dance performance and community events for districts around the old Kai Tak airport area. Located within Kowloon Bay Hong Kong, EKCC consists of multipurpose facilities, including a 1,200-seat auditorium, 500-seat theatre, music studio, dance studio and drama studio each with a capacity of 250 seats, one (1) large rehearsal room and two (2) small rehearsal rooms within the unique space.

The Contractor was engaged by Architectural Services Department, the Employer, to construct EKCC. The Contractor’s scope included all aspects of construction including bulk excavation, 9 stories of reinforced concrete structure, external façade, roof, building services and internal finishes.

 

TBH’s Role

The Contractor suffered numerous delays to the project which included instructed changes and unforeseeable ground conditions. TBH was engaged by the Contractor to provide forensic delay analysis to substantiate the Contractor’s entitlement to an Extension of Time.

TBH reviewed the project documentation, including the progress programmes to identify the cause of the delay and carried out a prospective delay analysis, time impact analysis, to demonstrate the delays. The Extension of Time was formalized in several Extension of Time report submissions to the Employer.
