Project Overview
Melbourne Airport is progressing its long-term vision through the Airport Development Plan (ADP), a $25 billion capital investment program designed to meet forecast passenger demand through to 2045. Informed by updated passenger growth forecasts endorsed in 2024, the ADP outlines the staged redevelopment of the airport’s terminal precincts to ensure future capacity and operational flexibility.
Under the ADP’s “Base Case” strategy, Terminal 2 will be expanded into an International Gateway, Terminal 4 into a Common Use Domestic Hub, and Terminals 1 and 3 will be retained and modified as required. The planning horizons include 2028, 2033, 2038 and 2043.
TBH’s Role
TBH has been engaged by APAM to support Phase 4 of the Airport Development Plan by delivering comprehensive time planning and scheduling services to inform Melbourne Airport’s updated Capital Plan. Building on our prior work developing the Integrated Capital Plan Schedule, TBH has worked in close collaboration with APAM and the external Program Manager to deliver the following:
- Commencement and stakeholder workshops, facilitating alignment on project scope, sequencing, and interface coordination.
- Development of a Level 3 Master Control Program, integrating all major terminal projects, including:
- T2 Landside Expansion
- T2 Pier D, Satellite, and Connector
- T4 Expansion
- Pier F and Pier G Expansions
- Creation of a high-level visual timeline, simplifying the construction phasing for both technical and non-technical audiences.
- Preparation of a Basis of Schedule report, detailing key assumptions, productivity rates, and planning logic.
- Development of an Operational Impact Summary, highlighting the impact of works on gate availability and terminal operations throughout the construction period.
