Project Overview

Melbourne Airport is currently developing a third runway parallel to the existing north-south runway, capable of handling all types of aircraft in order to ease congestion at the Airport by allowing for simultaneous take-offs and landings. The project includes:

  • The construction of a new three-kilometre north-south runway;
  • Shortening the existing east-west runway from 2.3 kilometres to 1.9 kilometres;
  • Construction of alternate access to the Airservices compound via a tunnel under the new cross-field taxiways;
  • Lighting and navigational aids;
  • Construction zones to support the project, including access roads;
  • Provision for new Aviation Rescue Fire Fighting Service facilities; and
  • Associated site works, including stormwater and drainage networks.

 

TBH’s Role

TBH was engaged by Melbourne Airport to develop a Master Program for the works. As design progressed, the Master Program was detailed out into a construction programme including detailed analysis of the earthworks movements and construction methodology given the 10+million cubic meters of earthworks, including blasting required for the new runway alignment.

In addition, TBH developed the program requirements for the Contractor’s tendering for the project including advise on notice of delay and extension of time clauses in the Contract.

As the project moves into procurement ad delivery, TBH will provide support during tender workshops and evaluations, as well as ongoing periodic monitoring during delivery.

TBH was able to use our experience in working on large earthworks projects to assist the Airport in developing earthworks strategies and construction timeframes for the works, including proposed sizing and type of equipment to
be utilised.

In addition, our experience in assessing extension of time claims enabled us to provide advice on Contract clauses in order to set the project up for success during delivery from the start whilst minimising the risk to our Client.
