Project Overview
The Rio 2016 Olympic Games delivered Brazil’s first Olympics, requiring a major expansion of sports, transport, and urban infrastructure across multiple precincts in a highly constrained and dynamic environment. The program included new and refurbished venues, an extensive overlay operation, and significant upgrades to roads, rail, and utilities, all coordinated to support both the event and the city’s long-term development.
TBH’s Role
- Acting as master programme and delivery advisor, integrating works across venues, infrastructure, and overlay within tight deadlines.
- Conducting constructability and optioneering studies to identify practical and efficient staging and delivery solutions for complex urban conditions.
- Providing procurement advice, delivery risk and value management services, Olympic overlay and conversion planning, and contract administration support throughout the delivery phase.

TBH’s independent planning, risk, and delivery advice gave the client confidence to deliver a technically ambitious, high-profile venue on time and to standard. Our contribution helped mitigate construction risks, optimise delivery methodology, and align the Games-time and post-Games requirements, cementing the “Water Cube” as a sustainable and iconic legacy facility.
